The Legislative branch does not have the power to give it's law making powers to the Executive without amending the State's Constitution. I am not practing law but simply of the opinion that by filing a Declaratory Judgement Action the Judiciary could void these Executive Orders,

Wherefore Executive Orders have eliminated business activity personal liberties and God given rights that perform “close-contact personal services” and public gatherings for “ Entertainment and recreation … venues” .

By taking action a Declaratory Action participants recognize there is no financial claim

being sought only Constitutional relief, only the hope that the Constitution be restored.

The governor is authorized to delegate such powers as the governor may deem prudent.
