Good Old Boy Grinches Steal for Christmas

Is it to avoid public awareness, by not having public input through the usual and customary rules of the Commission?  Commission rules call for an Agenda meeting 10 days prior to the commission business meeting to discuss and vote on items to be included in the County's business meeting, the third Thursday of each month. At each of these meetings anyone may be recognized by the Chairman and given 3 minutes to speak on items either on the agenda, before and/or off the agenda after. Not allowing the public to participate by speaking on ANY of the Items of the Special Called meetings reminds WBCR at this time of the year of Grinch that steals Christmas by dressing up like Satan Clause and robs everyone of their gifts of self government and then redistributes those gifts to his fellow good old boy Grinches. Mayor Mitchel has used his office to call Special Called meetings in October and December most recently.    The December meeting included 20 Resolutions with over $2 million in Budget INCREASES, in a year when over 500 county workers got $4000 each in pay raises, from taxpayers who according to the Blount County's website   on East Tn Economic data at the time showed Blount Co.  family household income 15% lower than it was in 2000. In a year when Property Taxes were raised 17%.   Commissioner Monroe is investigating if, over $ 560,000 of the INCREASES passed in December are due to a deliberate under estimation of workers compensation costs in order to pad the budget in other areas that would not be popular if added to the budget at increased cost but by underestimating fixed mandatory expenses these new costs get are included unnoticed.   Adding insult to injury the December Special Called meeting passed without public comment and only 5 days notice a County Purchasing policy changing the competitive bid PROCESS  from purchases OVER $10,ooo to $25,000 and all the purchasing agent is required is to call write down three price quotes and send decide who gets your money. Not requirement that the lowest bidder get the business. The resolution says ...Blount County Purchasing Department to obtain at least three (3) written quotations, whenever possible, for purchases costing less than $25,000 but, greater than $10,000. Tell your commissioner and Mayor how you feel about less transparency and public input into your LOCAL government that is costing MORE and giving you less.  MERRY Christmas.

Gender Bias or Political Correctness You Decide about Blount County's Commission

Does Political Correctness equate to gender bias in Blount County Commission Agenda Meetings?  Last month Commissioner Karon Miller's Resolution petitioning God's Mercy when Judgment comes on America for legalizing as marriage what the Bible calls an abomination was rejected from even being considered for discussion in that month's Commission meeting discussion and now in November Commissioner Tona Monroe proposes through resolution to question by interview with the author of the two year old $95 thousand historic first ever Criminal Justice System Assessment of Blount County was rejected from this months Commission agenda. Commissioner Monroe called in to WBCR's broadcast of the u-tube rebroadcast of the November 10 Blount County Commission Agenda committee meeting to express her serious concerns regarding the County failing to address the chronic overcrowding in the Blount County Jail and how illogical the commission's action was by refusing  to hear from a Institute that has done 400 such studies nationally. Rather than getting their questions answered regarding the $95 thousand completed and paid for 18 months ago assessment. Our commission wants to wait and hear from the Tennessee Corrections Commission, current "SNAP SHOT" of the Jail ONLY. Commissioner Headrick Chairman of the Corrections Partnership Committee in the November Commission Agenda committee meeting demonstrated his ignorance of the facts contained in the $95 thousand study by the Institute for Law and Policy Planning Study by saying that it "recommended" a building cost of between $68 and$124 million. The report made NO SUCH RECOMMENDATION but presented it as as the COST for DOING NOTHING which is apparently what commissioner Headrick's Committee has done. The report makes FIVE recommendations to reduce overcrowding at the end of chapter 7 on Blount County courts from  page 72 to 80. Specifically, obtain or create a method of managing cases in a timely manner, screen cases before filing in court, courts  should designate the clerk to provide full debt collection services, the court should reconsider and restructure it's jail from being used to collect debts, and last the county needs to expand methods to treat drug addicts rather than using it's jail. In chapter 3 page 17 chart number 25 The Institute of Law and Policy Planning gives the following "Snap Shot" or the 2011/12 fiscal year summary of jailed population. The Statewide average of inmates for Probation violations is 15 % Blount County is over twice that at 35%, Guilty as Charged Statewide 43% Blount County 81%, Dismissed statewide 31% Blount County 6% and Pretrial Diversion Statewide 4% Blount County 7%. However now Chairman Headrick wants to go back to the future and take Blount County's financial future into the unknown cost of doing nothing of 68 and $124 million. What will that do to a county whose Credit rating dropped in 2008 when we had to refinance our Swaps/ derivatives and weekly Variable Rate Demand Obligations, pay higher financing charges on our current $200 million in debt? Commissioner Monroe said on Salt and light that she was told at the Lenoir City Corrections committee meeting by an architechjust wait until we build your jail in Blount County."  The justice system action plan  presents 6 key recommendations each with it's own objective, lead agency, pro's and con's, costs and savings. Appendix A lists a summary of 76 separate recommendations for consideration.  And Chairman Jeff Headrick has refused to even meet with this historic document's author.

Revisionist History Text Lies about ISLAM


The Tennessee 7th Grade Social studies text being used in ALL Blount County Middle schools, is published by Pearson Education for 6-7th Grade Geography: titled; The Middle Ages to Exploration of the Americas.

The full review of this text book by Dr. Bill French is on the previous blog however the high
lights of today's post date interview with Robert McDaniel included the following key points.

Pearson Student text page 88 Critizied Christ by saying that "Islam offered followers a direct path to God and salvation.  It emphasized the equality of all believers. It stressed fairness and justice in human affairs."

Four paragraphs later on the same page "In general however, women had fewer rights that men and
occupied an inferior position."  Just one of many controdictions of the revisionist history.

Page 92 fails to mention that the Hindu laborers who build the TOSH MAHALL   had their
right hand cut off by Mohammed followers so nothing as beautiful be built again.

Page 96 Credited the burning of the largest library in hte Ancient world the Library at Alexandria
Egypt by Islam.

Page 103 Edits out of Mohamed's fairwell message that men could beat their wives.

Islam Prostlizing in TN 7th Gade Social Studies Textbook

SUMMARY
With regards to Islam this textbook rises to a half-truth, at best. There is a constant apologist bias in refusing to talk about Islamic cruelty. This text is more like propaganda than critical thought applied to history. The missing pieces are massive in scope. The suffering caused by slavery, jihad, dhimmitude and the Sharia annihilated the native civilizations in Egypt, North Africa, Lebanon, Syria, Pakistan, Afghanistan, Iraq, Turkey, and Iraq. Jihad has murdered over 200 million people, but no hint is given. The text does not speak of the Islamic basis for slave trade that supplied the slaves who came to America.

Under Assignment: Students will produce an article on links to Muslim religion and culture. Would it be permitted to show the jihad verses in the Koran and violence against Christians?
World History, page 73
The text uses Ibn Battuta’s voyage as a device to explore Islamic culture. Any reader of the original work would wonder if the fact that Ibn Battua’s purchase of a slave for sex on his journey will be mentioned. One further wonders if his recording of the jihad for slaves in Africa, which he recorded, will be mentioned, as well.
The larger question is what will happen if a well-informed student mentioned this fact?

“Christians and Jews were allowed to practice their religion freely…”
This is a lie. Christians and Jews were ruled by the dhimmi laws of Sharia law. Here is one set of the laws they ruled them:
So the progression was as follows: first jihad, then dhimmitude, and then the destruction of the native dhimmi culture. This became the model for the next 1400 years. The dhimmi became a second-class citizen in Islam and paid a heavy poll tax called the jizya. Only Jews and Christians and, sometimes, Magians (Zoroastrians) had the choice of becoming dhimmis. Buddhists, Hindus, and animists had the choice of death or conversion.
It was Umar, the second caliph, who set the standards for dhimmitude. His treaty with the dhimmis states:

We shall not build, in our cities or in their neighborhood new monasteries, churches, convents, or monks’ cells, nor shall we repair, by day or by night, such of them as fall in ruins or are situated in the quarters of the Muslims.
We shall keep our gates wide open for passersby and travelers. We shall give board and lodging to all Muslims who pass our way for three days.
We shall not give shelter in our churches or in our dwellings to any spy nor hide him from the Muslims.
We shall not manifest our religion publicly nor convert anyone to it. We shall not prevent any of our kin from entering Islam if they wish it.

We shall not build houses higher than the houses of the Muslims.
Whoever strikes a Muslim with deliberate intent shall forfeit the protection of this pact.

But this excerpt cannot really describe the world of the dhimmi. Islam dominated all public space. The government was Islamic; the education was Islamic; dress was Islamic; literature was Islamic. Only inside the dhimmi’s house could there be no Islam. The word of a dhimmi could not be used in court against a Muslim and crimes against dhimmis were rarely prosecuted.
The wealth of Islam came from the wealth and labor of the subjugated dhimmis. This had been true ever since Mohammed sent out his first jihadists to raid a Meccan caravan. From that day onward, Islam became wealthy through violence against the non-Muslim. The perfect example of the Jews of Khaybar

as dhimmis was used again and again. First jihad took the spoils of war and slaves; then the dhimmi tax system produced yearly wealth. Islam is a political system with a divine license to take what is wanted from dar al harb, the land of war.

The summary of Mohammed’s career does not truly reflect his actual history.
It should be noted that Mohammed averaged an event of violence every 6 weeks for the last 9 years of his life. Mohammed preached the religion of Islam for 13 years in Mecca and converted 150 Arabs to Islam. In Medina jihad for 9 years caused every Arab to convert. It was jihad that made Islam successful, not religion. Here is plot of the growth of Islam.

Women can be beaten; children may be murdered by their parents.
All world governments must be centralized under the Caliph.
The Sharia defines jihad as war against the Kafirs. Jihad is a community obligation upon all Muslims. Jihad is properly called the Sixth Pillar.
Freedom of speech is denied under the Sharia. Apostates may be killed.

This paragraph does not even touch the subjugation of women under the Sharia. But the first lie is that Islam improved women’s rights. Before Mohammed, women could live independently and be a full citizen, for example, see Mohammed’ first wife, Kadija. After Mohammed, women could be beaten. Do you make us women equal to dogs and donkeys? While I used to lie in my bed, the Prophet would sometimes come to pray facing the middle of the bed. I felt like it was wrong of me to remain in front of him while he prayed, so I would slip away slowly and quietly from the foot of the bed until I stopped feeling guilty.

The text mentions the Janissaries in a favorable manner. This is tragic.
Fundamentally, the Janissaries were a blood tax paid by the systematic forced collection of Christian children in the Balkans, practiced by Ottoman Turks. Every three or four years 300 to 1000 healthy boys and young men had to be taken by force to Turkey, converted to Islam and educated for military profession or religious disciplines. Part of the brutality of subjugating the Christian youth to accept the discipline of Islam was homosexual rape.
These sons of Christian parents were used in jihad war against Christians to expand Islam.
The daughters of the Christians were captured and used as sex slaves, as well.

The Taj Mahal is presented as a wonder of Islam. The Taj was originally a Hindu temple that was commandeered and converted to a Islamic structure. All of the Hindu stoneworkers had their right hand removed so that they would not build any other structure as beautiful.

Medicine
Actually, most of the medicine practiced in Islam was by Christians and Jews. Some scholars complained that most Muslims wanted to become Sharia lawyers.
Philosophy
It neglects to mention that the Islamic philosophy of the Golden Age culminated in the following:
1. There are no natural laws
2. There is no cause and effect
3. Only those ideas which do not criticize Islamic doctrine are permitted under Islam. This is authoritative logic and thought which forbids critical thought.
This basically destroys science and inquiring thought. There has never been a Nobel Prize in science given to a Muslim working in a Muslim nation. There is no modern scientific idea that has come into prominence from Islam, even with vast sums of money available.
These constraints also explain why almost no books are translated into Arabic. They don’t agree with Islamic doctrine and do not need to be read by a Muslim.

Translating the Greek and Roman works was all done by Christian Arabs. Only selected works were translated, none of the literature was translated.

The rest of Mohammed’s farewell sermon included: From Ishaq’s Sira: He also told them men had rights over their wives and women had rights over their husbands. The wives were never to commit adultery or act in a sexual manner toward others. If they did, they were to be put in separate rooms and beaten lightly. If they refrained from what was forbidden, they had the right to food and clothing. Men were to lay injunctions on women lightly for they were prisoners of men and had no control over their persons.
He said to feed and clothe the slaves well.

Public Comment Form MyWorld History & Geography, Middle Ages to Exploration of Americas The book says the Arab Muslim Empire was “generally” tolerant of Jews and Christians and states they were respected? The only mention in this book of their persecution was a special tax and “other restrictions”.
This book shows an obvious bias for Islam. Any negatives are either not mentioned, down played or glossed over.
Other religions are not handled in the same manner. Much of the text regarding Christianity focuses on internal conflicts or other negative aspects. One gets the impression that the section on Islam is written by a Muslim but the sections on Christianity read from an outsider’s perspective. Very little information is presented on the conquest of Islam over of formerly Christian nations like Egypt, Syria and Turkey.
Regarding Pages 72-107 and beyond, the books discussion of Islam and Sharia is scrubbed clean of negative aspects. This book is quick to discuss several less than positive issues regarding the Christian church, such as internal conflicts or power struggles between the clergy and secular rulers. In fact one of the few sections dedicated to Christianity is entitled “Divisions within the Christian Church”.
Islam is given the status of a Civilization where no other religion is. In discussing Islam, no mention of slavery is made which was definitely a characteristic aspect of the Islamic empires and was practiced by Muslims since the beginning of Islam. Slavery is condoned in the Koran, Hadiths and the Sunna. Where Slavery is not addressed in the cultures of Islam, slavery is described as a strong influence of the Roman culture.
P.82 Regarding Charity, one of the 5 pillars of Islam, the book fails to mention that Islamic charity does not apply to non-muslim believers. Refer to the Koran 28:86 which forbids lending support to non-believers.
P. 85 The books discussion of Sharia does not mention the lack of equal rights for women, non-Muslims and homosexuals. There is no mention of countries where sharia forbids women to work, receive an education, drive a car or move about unescorted by a male relative. There is no mention of women who are stoned to death under sharia for adultery even when it is actually a case where the woman is raped. There is no mention that women inherit half of what their male peers inherit and that it takes 3 women’s testimony to equal one man’s in a Sharia court of law. There is no mention of the death sentence for all homosexuals or many other negative aspects of Sharia.
p. 86 The book states Islam spread peacefully even though they “conquered” North Africa and Spain. I suggest that the spread of Islam was anything but peaceful . p.87 According to the book, religious toleration helped the Arab Muslim empire to expand. Conversely it is compared to the Byzantine or Christian empire which is stated to have persecuted Jews and non-Muslims.
The fact is, Islamic states treated Jews and Christians as 3rd class citizens, requiring an onerous Jiza Tax from them and severely restricting their freedoms of religious worship and commerce. Jews and Christians were not allowed to repair their synagogues or churches or ring bells during worship. They were not allowed to ride horses. Their testimony was not allowed in a court of law. Often their children were taken from them and forced into military service. There were many other hardships imposed on non-Muslims in Muslim conquered lands.

P. 88 Discusses how women were treated differently than men but soft sells the inequities as still a “general improvement” over their situation before Islam developed. No mention of ill treatment of women mentioned above under P85.

What is disturbing is that the teacher reviews of this book find absolutely no bias at all in spite of the entire section devoted to the study of Islam in detail and with a positive view. Islam is continued to be discussed in many other sections as well. Its like a primer on Islam. It reads more like a book on religion in this section than a history book The chapter on Christianity is titled, "Divisions in the Christian Church" Or in the Medieval times Christianity is discussed as a power struggle between Bishops and the Pope with Kings and rulers. Much fewer details on the fundamentals of Christianity are given in this book than that of Islam. Christianity is discussed in a flawed and negative way. This book is clearly biased for Islam if for no other reason than the sheer volume of the text devoted to discussion of it. Yet teachers state a Christian bias in the weekly reader for K_3 Grades because of the discussion of good character qualities that make a good citizen? and a later lesson with one paragraph describing what the Christian church is?

GOD'S MERCY REJECTED by Blount County

Unfortunately Governor Haslem has retreated from his historically bold leadership
position of calling for the State Legislature to address the funding crisis caused
by the Obama Administration failure to produce a Transportation Budget for
6 years, according to Tennessee Department of Transportation Commissioner
Schorer.

The Governor in announcing his position change, acknowledges the State
Legislators objections to dealing with the gas tax question in a election year is a very bad sign for the TAXPAYERS.

WBCR believes this State Legislator opposition to voter accountability
telegraphs lawmakers intention to pass a significant enough GAS TAX increase that would prevent their Leaders from getting re-elected and rightfully so.

The October Blount Co. Agenda Commission meeting was the shortest on record as soon as the role was taken Commissioner Carter of Dist. 1 elected by the voters from Martin Luther King Center and Everett motioned to adjourn the meeting but had to wait until Vice Chairman Samples Dist 3 from Eagleton and John Sevier got a vote of 10 to 5 both included as voting against setting the agenda.

Commissioner Carter then moved a second time to adjourn, and was seconded

Commissioner Samples told WBCR "It was not the county commission's business" referring to Resolution 2015-10-006 sponsored by Commissioner Miller of District 4, Chilhowee View, Fairview, Montvale and Board of Education.
Commissioner Miller said of Commissioner Sample's position that, " King George III himself could not have done a better job of sabotaging a lawful and righteous expression of outrage against tyranny.

Chairman Steve Samples' objection to the resolution's content is no justification for throwing the legislative process of a free people into the wood chipper as he and the county power elite did at Tuesday nights' farce of an agenda committee meeting."

The Mayor has called for a special called meeting without the Miller Resolution
says he is "getting the Commission business done" according to the Daily Times.

It appears to WBCR that the Mayor and all the Commissioner, legislators were
elected to represent the voters of Blount County. However the Mayor and
Commissioner Samples and the 9 other Commissioners who didn't want to consider the Miller Resolution Petitioning God's Mercy doesn't represent their constituents.

The only citizens getting represented at October's Agenda Committee Meeting
are those who don't want God's Mercy yet they seem to be in greatest need
of God's Mercy, how ironic.

The commissioners wanting God's Mercy for Blount County were Archer, Carver, Miller and Monroe,

Commissioners rejecting God's Mercy were Bowers, Carter, Caskey, Caylor,
Farmer, Headrick, Lewis, Melton,and Samples.

So if you don't get God's Mercy what remains but his Judgment.

Blount 7th Grade History Text Prostelites Islam

Sam Duck founder of the Blount County Tax Revolt distinguished himself trying to bring the light of
truth, knowledge and reason to Blount County elected officials in the City of Maryville and County
School Districts respectively as his email and attachments are reprinted below with permission. 

I personally went to the University of Tennessee several times in 2013 and reviewed prospective textbooks.  I was one of at least 30 people across the state that did the same thing.  We worked together and compiled a comprehensive review of our textbooks.  I personally communicated my findings to the city of Maryville schools where my children attend.  To my knowledge, the city of Maryville did listen to my warnings, and avoided purchasing questionable books.  While, I admit, I spent the bulk of my time talking to the city of Maryville, I did also talk to Blount County.  I spoke to Mr. McNelly while I was talking to voters at the court house, and later I sent him this information.  As far as I'm concerned, it was a very good conversation.  We took the approach that, while we may disagree on some issues, this is one we both considered important.  I know this was not the only communication I had with the Blount County School system, but this is the only one I have a paper trail for.  I called Ms. Archer, and I confirmed, she sent a USPS letter to Mr. Britt regarding this issue as well.  The very book Mr. McDaniel has brought to our attention was on the list of books we reviewed.  Here is a link of our analysis of the book.  This was available November 2013.

There are several things you need to find out from our school board and director?
When was the book purchased?
Did you read the book before purchasing it?
Did you seek any reviews of the book before making a purchase?
Did Mr. McNelly pass my email along to others?
Even if they claim they didn't know about our analysis of the book before hand, there should have been some due diligence.  As part of my own campaign for school board, I brought up this lack of diligence by Maryville school board members when it comes to classroom material.  It is very frustrating when I, as a parent and father, spend far more time pursuing these matters than our elected officials.  I'm just thankful, to the best of my knowledge, Maryville's officials listened.  Even if we don't see eye to eye on a number of issues, I am personally thankful, on this particular issue, Maryville's officials listened.  We see the consequences of ignoring the public in the county.  I know this information was public in other venues.  1470AM interviewed members of a church group, who also traveled to UT to review books.  Their effort was separate from my own efforts.  I know this is true, because I listened to the interview on the radio.  I say all this, because I don't consider it plausible, our elected officials did not know about this material before this issue became public.

As one responsible for the education and well-being of the thousands of children of Blount County, we know you will want to avail yourself of every tool and option that may enhance the implementation of those duties.
Toward the end of last year the TNDOE sent you a letter informing you of the approval of a list of Social Studies textbooks up for adoption for classrooms starting in the fall of 2014 through 2020. In that inconspicuous letter was a statement informing you of the options available to each district in the adoption process and a link accessing reviews completed by citizens and other experts from across Tennessee. Unfortunately that link took you to a very disorganized and incomplete collection of scanned reviews that were difficult to read and woefully disordered.

We have chosen to make this communication bold and bright to get your attention on this extremely important matter. We have learned that many districts were unaware of the details mentioned herein. We can only assume that the one inconspicuous letter from the TNDOE was overlooked. We want to make sure this message is not overlooked!

he said and your input is still wanted at transportation.needs@tn.gov.


It was refreshing to hear truth talk from the Governor when he admits it is
hard to get interested in financing projects like roads that take 12 to 16 years
to complete because you are out of office before you get to cut the ribbon.

WBCR appreciates Governor Haslam coming to the taxpayers for
their input and direction. Next year is an election year for all the house members
and 1/3 of the State Senate, this subject needs to be broadly discussed.
The last time this was done was under the Alexander Administration in the
1980's.

The problem's we have with getting the federal government to restore
the 18.4 cents per gallon tax we pay are preventing the road construction
projects from proceeding on time according to Commissioner Schorer.

The solution should go back to the original intention as Senator McNally of
Oak Ridge pointed out and that was the 21.cents per gallon of state tax
should be spent as close to the source of the payer as possible,
and that Federal tax be spent on Federal Roads and State money on
State roads. That way when we have a disfunctional government the
taxpayers will know who to hold accountable.

all the talking point slides presented by governor Haslem's team making the presentation
at Lenoir City.

Everyone realizes that cars get better miliege so fewer gas taxes are paid,
and TDOT made a big issue out of only spending 10 percent on Administration,
Field Operations, Equipment & Facility, while 90 % goes to Construction,
Maintenance and Grants.

However they report spending $32 million in current projects in Lenoir City
area with $426 million of unfunded phases in those and other projects.
If they are anything like the rediciulous, Mark Johnson by pass, of what used to be the
Auto Motor Mile is a perfect example of inefficieny in management of
resources and priorities.

Which needs to be part of the change that will bring decision making closer to
home, where gas taxes paid need to stay, with local elected officials and state legislators,
managing the tax revenue stream with a regional TDOT construction project management
team funded by the local gas tax revenue stream from state and federal taxes paid.

Otherwise we will see more of what has already happened with the loss of a half million
dollars from our road maintenance funding in Blount county when the state took
our cable licensing authority to Nashville and this past year they took the beer board
authority as well and are stripping local government of resources and authority.

The article below was a small section of my book, AIDS Inc., which I wrote in 1987-8. At the time, I decided to take a look at vaccines and see what I could find out about them, because questions were being raised about the possible disease/toxic effects of a relatively new hepatitis-B vaccine, and its possible connection to AIDS.
My ensuing research led me into all sorts of surprising areas.
Since the period of 1987-8, much more has come to light about vaccine safety and efficacy. I’ve made no attempt to update my findings. They stand on their own, and reveal that, in the historical record, much has been lost, forgotten, and misplaced.

For years, critics on the fringes of medicine have pointed to problems with vaccines. It is generally acknowledged that, given to people whose immune systems are compromised, they can be immunosuppressive.
And from time to time, stories have surfaced about vaccines which have been dangerously contaminated by extraneous viruses or bacteria, as a result of the manufacturing process.
We are taught to believe that untoward reactions to vaccines are rare, and that there has never been a question about the overwhelming success of all vaccines at all times, wherever they have been used.
The history of vaccines, though, shows a much more disturbing record than one might think. Here is a series of excerpts from authors on the subject. It is a quite different slant on vaccines.
“The combined death rate from scarlet fever, diphtheria, whooping cough and measles among children up to fifteen shows that nearly 90 percent of the total decline in mortality between 1860 and 1965 had occurred before the introduction of antibiotics and widespread immunization. In part, this recession may be attributed to improved housing and to a decrease in the virulence of micro-organisms, but by far the most important factor was a higher host-resistance due to better nutrition.” Ivan Illich, Medical Nemesis, Bantam Books, 1977
“In a recent British outbreak of whooping cough, for example, even fully immunized children contracted the disease in fairly large numbers; and the rates of serious complications and death were reduced only slightly. In another recent outbreak of pertussis, 46 of the 85 fully immunized children studied eventually contracted the disease.
“In 1977, 34 new cases of measles were reported on the campus of UCLA, in a population that was supposedly 91% immune, according to careful serological testing. Another 20 cases of measles were reported in the Pecos, New Mexico, area within a period of a few months in 1981, and 75% of them had been fully immunized, some of them quite recently. A survey of sixth-graders in a well-immunized urban community revealed that about 15% of this age group are still susceptible to rubella, a figure essentially identical with that of the pre-vaccine era.” Richard Moskowitz, MD, The Case Against Immunizations, 1983, American Institute of Homeopathy.
“Of all reported whooping cough cases between 1979 and 1984 in children over 7 months of age – that is, old enough to have received the primary course of the DPT shots (diphtheria, pertussis, tetanus) – 41% occurred in children who had received three or more shots and 22% in children who had one or two immunizations.
“Among children under 7 months of age who had whooping cough, 34% had been immunized between one and three times…
“… Based on the only U.S. findings on adverse DPT reactions, an FDA-financed study at the University of California, Los Angeles, one out of every 350 children will have a convulsion; one in 180 children will experience high-pitched screaming; and one in 66 will have a fever of 105 degrees or more.” Jennifer Hyman, Democrat and Chronicle, Rochester, New York, special supplement on DPT, dated April, 1987.
“A study undertaken in 1979 at the University of California, Los Angeles, under the sponsorship of the Food and Drug Administration, and which has been confirmed by other studies, indicates that in the U.S.A. approximately 1,000 infants die annually as a direct result of DPT vaccinations, and these are classified as SIDS (Sudden Infant Death Syndrome) deaths. These represent about 10 to 15% of the total number of SIDS deaths occurring annually in the U.S.A. (between 8,000 and 10,000 depending on which statistics are used).” Leon Chaitow, Vaccination and Immunization, CW Daniel Company Limited, Saffron Walden, Essex, England, 1987.
“Assistant Secretary of Health Edward Brandt, Jr., MD, testifying before the U.S. Senate Committee on Labor and Human Resources, rounded… figures off to 9,000 cases of convulsions, 9,000 cases of collapse, and 17,000 cases of high-pitched screaming for a total of 35,000 acute neurological reactions occurring within forty-eight hours of a DPT shot among America’s children every year.” DPT: A Shot in the Dark, by Harris L. Coulter and Barbara Loe Fischer, Harcourt Brace Jovanovich.
“While 70-80% of British children were immunized against pertussis in 1970-71, the rate is now 39%. The committee predicts that the next pertussis epidemic will probably turn out to be more severe than the one in 1974/75. However, they do not explain why, in 1970/71, there were more than 33,000 cases of pertussis with 41 fatal cases among the very well immunized British child population; whereas in 1974/75, with a declining rate of vaccination, a pertussis epidemic caused only 25,000 cases with 25 fatalities.” Wolfgang Ehrengut, Lancet, Feb. 18, 1978, p. 370.
“… Barker and Pichichero, in a prospective study of 1232 children in Denver, Colorado, found after DTP that only 7% of those vaccinated were free from untoward reactions, which included pyrexia (53%), acute behavioral changes (82%), prolonged screaming (13%), and listlessness, anorexia and vomiting. 71% of those receiving second injections of DTP experienced two or more of the reactions monitored.” Lancet, May 28, 1983, p. 1217
“Publications by the World Health Organization show that diphtheria is steadily declining in most European countries, including those in which there has been no immunization. The decline began long before vaccination was developed. There is certainly no guarantee that vaccination will protect a child against the disease; in fact, over 30,000 cases of diphtheria have been recorded in the United Kingdom in fully immunized children.” Leon Chaitow, Vaccination and Immunization, p. 58.
“Pertussis (whooping cough) immunization is controversial, as the side effects have received a great deal of publicity. The counter claim is that the effectiveness and protection offered by the procedure far outweigh the possible ill effects… annual deaths, per million children, from this disease over the period from 1900 to the mid-nineteen seventies, shows that from a high point of just under 900 deaths per million children (under age 15) in 1905, the decline has been consistent and dramatic. There had been a lowering of mortality rates of approximately 80% by the time immunization was introduced on a mass scale, in the mid-nineteen fifties. The decline has continued, albeit at a slower rate, ever since. No credit can be given to vaccination for the major part of the decline since it was not in use.” Chaitow, Vaccination and Immunization, p. 63.
“… the swine-flu vaccination program was one of its (CDC) greatest blunders. It all began in 1976 when CDC scientists saw that a virus involved in a flu attack outbreak at Fort Dix, N.J., was similar to the swine-flu virus that killed 500,000 Americans in 1918. Health officials immediately launched a 100-million dollar program to immunize every American. But the expected epidemic never materialized, and the vaccine led to partial paralysis in 532 people. There were 32 deaths.” U.S. News and World Report, Joseph Carey, October 14, 1985, p. 70, “How Medical Sleuths Track Killer Diseases.”
“Despite (cases) in which (smallpox) vaccination plainly failed to protect the population, and despite the rampant side-effects of the methods, the proponents of vaccination continued their attempts to justify the methods by claims that the disease had declined in Europe as a whole during the period of its compulsory use. If the decline could be correlated with the use of the vaccination, then all else could be set aside, and the advantage between its current low incidence could be shown to outweigh the periodic failures of the method, and to favour the continued use of vaccination. However, the credit for the decline in the incidence of smallpox could not be given to vaccination. The fact is that its incidence declined in all parts of Europe, whether or not vaccination was employed.” Chaitow, Vaccination and Immunization, pp. 6-7.
“Smallpox, like typhus, has been dying out (in England) since 1780. Vaccination in this country has largely fallen into disuse since people began to realize how its value was discredited by the great smallpox epidemic of 1871-2 (which occurred after extensive vaccination).” W. Scott Webb, A Century of Vaccination, Swan Sonnenschein, 1898.
“In this incident (Kyoto, Japan, 1948) – the most serious of its kind – a toxic (vaccine) batch of alum-precipitated toxoid (APT) was responsible for illness in over 600 infants and for no fewer than 68 deaths.
“On 20 and 22 October, 1948, a large number of babies and children in the city of Kyoto received their first injection of APT. On the 4th and 5th of November, 15,561 babies and children aged some months to 13 years received their second dose. One to two days later, 606 of those who had been injected fell ill. Of these, 9 died of acute diphtheritic paralysis in seven to fourteen days, and 59 of late paralysis mainly in four to seven weeks.” Sir Graham Wilson, Hazards of Immunization, Athone Press, University of London, 1967.
“Accidents may, however, follow the use of this so-called killed (rabies) vaccine owing to inadequate processing. A very serious occurrence of this sort occurred at Fortaleza, Ceara, Brazil, in 1960. No fewer than 18 out of 66 persons vaccinated with Fermi’s carbolized (rabies) vaccine suffered from encephalomyelitis and every one of the eighteen died.” Sir Graham Wilson, Hazards of Immunization.

The Matrix Revealed

“At a press conference in Washington on 24 July, 1942, the Secretary of War reported that 28,585 cases of jaundice had been observed in the (American) Army between 1 January and 4 July after yellow fever vaccination, and of these 62 proved fatal.” Sir Graham Wilson, Hazards of Immunization.
“The world’s biggest trial (conducted in south India) to assess the value of BCG tuberculosis vaccine has made the startling revelation that the vaccine ‘does not give any protection against bacillary forms of tuberculosis.’ The study said to be ‘most exhaustive and meticulous,’ was launched in 1968 by the Indian Council of Medical Research (ICMR) with assistance from the World Health Organization (WHO) and the U.S. Centers for Disease Control in Atlanta, Georgia.
“The incidence of new cases among the BCG vaccinated group was slightly (but statistically insignificantly) higher than in the control group, a finding that led to the conclusion that BCG’s protective effect ‘was zero.'” New Scientist, November 15, 1979, as quoted by Hans Ruesch in Naked Empress, Civis Publishers, Switzerland, 1982.
“Between 10 December 1929 and 30 April 1930, 251 of 412 infants born in Lubeck received three doses of BCG vaccine by the mouth during the first ten days of life. Of these 251, 72 died of tuberculosis, most of them in two to five months and all but one before the end of the first year. In addition, 135 suffered from clinical tuberculosis but eventually recovered; and 44 became tuberculin-positive but remained well. None of the 161 unvaccinated infants born at the time was affected in this way and none of these died of tuberculosis within the following three years.” Hazards of Immunization, Wilson.
“We conducted a randomized double-blind placebo-controlled trial to test the efficacy of the 14-valent pneumococcal capsular polysaccharide vaccine in 2295 high-risk patients… Seventy-one episodes of proved or probable pneumococcal pneumonia or bronchitis occurred among 63 of the patients (27 placebo recipients and 36 vaccine recipients)… We were unable to demonstrate any efficacy of the pneumococcal vaccine in preventing pneumonia or bronchitis in this population.” New England Journal of Medicine, November 20, 1986, p. 1318, Michael Simberkoff et al.
“But already before Salk developed his vaccine, polio had been constantly regressing; the 39 cases out of every 100,000 inhabitants registered in 1942 had gradually diminished from year to year until they were reduced to only 15 cases in 1952… according to M. Beddow Baylay, the English surgeon and medical historian.” Slaughter of the Innocent, Hans Reusch, Civitas Publish ers, Switzerland, and Swain, New York, 1983.
“Many published stories and reports have stated, implied and otherwise led professional people and the public to believe that the sharp reduction of cases (and of deaths) from poliomyelitis in 1955 as compared to 1954 is attributable to the Salk vaccine… That it is a misconception follows from these considerations. The number of children inoculated has been too small to account for the decrease. The sharp decrease was apparent before the inoculations began or could take effect and was of the same order as the decrease following the immediate post-inoculation period.” Dr. Herbert Ratner, Child and Family, vol. 20, no. 1, 1987.
“So far it is hardly possible to gain insight into the extent of the immunization catastrophe of 1955 in the United States. It may be considered certain that the officially ascertained 200 cases (of polio) which were caused directly or indirectly by the (polio) vaccination constitute minimum figures… It can hardly be estimated how many of the 1359 (polio) cases among vaccinated persons must be regarded as failures of the vaccine and how many of them were infected by the vaccine. A careful study of the epidemiologic course of polio in the United States yields indications of grave significance. In numerous states of the U.S.A., typical early epidemics developed with the immunizations in the spring of 1955… The vaccination incidents of the year 1955 cannot be exclusively traced back to the failure of one manufacturing firm.” Dr. Herbert Ratner, Child and Family, 1980, vol. 19, no. 4, “Story of the Salk Vaccine (Part 2).”
“Suffice it to say that most of the large (polio) epidemics that have occurred in this country since the introduction of the Salk vaccine have followed the wide-scale use of the vaccine and have been characterized by an uncommon early seasonal onset. To name a few, there is the Massachusetts epidemic of 1955; the Chicago epidemic of 1956; and the Des Moines epidemic of 1959.” Dr. Herbert Ratner, Child and Family, 1980 vol. 19, no. 4.
“The live (Sabin) poliovirus vaccine has been the predominant cause of domestically arising cases of paralytic poliomyelitis in the United States since 1972. “Adminstration of KMV (killed measles vaccine) apparently set in motion an aberrant immunologic response that not only failed to protect children against natural measles, but resulted in heightened susceptibility.” JAMA Aug. 22, 1980, vol. 244, p. 804, Vincent Fulginiti and Ray Helfer. The authors indicate that such falsely protected children can come down with “an often severe, atypical form of measles. Atypical measles is characterized by fever, headache… and a diverse rash (which)… may consist of a mixture of macules, papules, vesicles, and pustules… ”

The above quotes reflect only a mere fraction of an available literature which shows there is a need for an extensive review of vaccination. It is certain that undisclosed, unlooked for illness occurs as a result of vaccines, or as a result of infection after protective immunity should have been conferred but wasn’t. A certain amount of this sort of illness is immunosuppressive in the widest sense, and some in a narrower sense (depression of T-cell numbers, etc.). When looking for unusual illness and immune depression, vaccines are one of those areas which remain partially hidden from investigation. That is a mistake. (Emphasis added)
It is not adequate to say, “Vaccines are simple; they stimulate the immune system and confer immunity against specific germ agents.” That is the glossy presentation. What vaccines often do is something else. They engage some aspect of the body’s immune-response, but to what effect over the long term? Why, for example, do children who have measles vaccine develop a susceptibility to another more severe, atypical measles? Is that virulent form of the disease the result of reactivation of the virus in the vaccine?
Official reports on vaccine reactions are often at odds with unofficial estimates because of the method of analysis used. If vaccine-reaction is defined as a small set of possible effects experienced within 72 hours of an inoculation, then figures will be smaller. But doctors like G.T. Stewart, of the University of Glasgow, have found through meticulous investigation, including visits to hospitals and interviews with parents of vaccinated children, that reactions as severe as brain-damage (e.g., from the DPT vaccine) can be overlooked, go unreported and can be assumed mistakenly to have come from other causes.

Vaccine Exemption Authority for Tennessee Student's by Parents 

Parents must put into writing a statement as to have religious beliefs that object 
to the vaccination procedure being used on their student child with a pledge that 
they know that they are subject to penalty of perjury for signing a false statement.
The statement does not need to be notorized 

Tennessee Code Annotated creating this authority is underlined below.  Please
read before writing your own statement for you to sign and give to your child's teacher or 
principal.   WBCR suggests you have the official receiving your statement sign on your statement 
as receiving it on the date presented and make you a copy of the signed statement for your record.
 



37-10-401.  Responsibility of parents to have children immunized -- Specific vaccines -- Immunization registry.

  (a) It is the responsibility of each parent or legal guardian to ensure that such person's child or children receive the vaccines as are recommended by guidelines of the Center for Disease Control or the American Academy of Pediatrics to be administered to a child. The parent or legal guardian is encouraged to obtain the recommended immunizations within the first two (2) years of the child's life. Such vaccines include, without limitation, the following specific vaccines:

   (1) Diphtheria-tetanus-pertussis (DTP);

   (2) Polio: oral polio vaccine (OPV) or inactivated polio vaccine (IPV);

   (3) Measles-mumps-rubella (MMR);

   (4) Haemophilus influenzae type b conjugate vaccines (Hib);

   (5) Hepatitis B vaccine (Hep B);

   (6) Pneumoccocal vaccine, when medically indicated;

   (7) Influenza vaccine, when medically indicated; and

   (8) Varicella, when available.

(b) Subject to availability of funding for such purpose, the department of health is authorized to provide free vaccine, through the first twenty-four (24) months of life, for Tennessee children born after January 1, 1996. If an administration fee is charged by a health provider receiving this vaccine, such fee may not exceed the administration fee established by the health care financing administration under the Vaccines for Children Program established in the Omnibus Budget Reconciliation Act of 1993. No immunization may be withheld due to a family's inability to pay the fee.

(c) The department shall establish and maintain an immunization registry for children. By January 1, 1996, the department shall incrementally require all local public health departments to report, in a designated format, the record of each immunization given. Other health care providers or any third party payor or health insurance entity regulated by the department of commerce and insurance doing business in Tennessee, or any entity that has elected, organized and qualified as a self-insured entity may likewise report such records. Information from the registry shall be available to parents and legal guardians; health care providers; any third party payor or health insurance entity regulated by the department of commerce and insurance doing business in Tennessee; any entity that has elected, organized and qualified as a self-insured entity; and schools, child care facilities, and other institutions having care or custody of children.

(d) The commissioner of health shall report to the members of the health committee of the house of representatives, and the health and welfare committee of the senate, by March 1 of each year, on the immunization rates in each county and improvements or changes made during the preceding year.

37-10-402.  Conflict with religious tenets and practices of parent.

  In the absence of an epidemic or immediate threat thereof, this section does not apply to any child whose parent or guardian files with proper authorities a signed, written statement that such immunization and other preventative measures conflict with the religious tenets and practices of the parent or guardian affirmed under penalties of perjury.

Children with medical or religious exemption to requirements
  • Medical - Physicians (MD or DO) or Public Health Nurses are authorized to indicate specific vaccines medically exempted (because of risk of harm) on the certificate. Other vaccines remain required. The medical reason for the exemption does not need to be provided.
  • Religious - This exemption requires a signed statement by the parent/guardian that vaccination conflicts with their religious tenets or practices. If the child needs documentation of a health examination for the school, it must be noted by the healthcare provider on the immunization certificate. In that case, the provider should check the box in section 1a. that the parent has sought a religious exemption to explain why immunization information is absent or incomplete.
Minimum ages or dose intervals - Tennessee follows published CDC guidelines. For vaccines with critical minimum age requirements (e.g., MMR, varicella) or minimum dose intervals, doses are considered valid if given up to 4 days before the minimum age or dose interval. Doses administered more than 4 days early are considered invalid and should be repeated as recommended.
Alternative proof of immunity for certain diseases - A positive serology (year of test documented) is acceptable as an alternative to immunization for measles, mumps, rubella, hepatitis A, hepatitis B or varicella. For varicella, documentation of provider diagnosed varicella or provider-verified credible history of disease given by a parent or guardian also is acceptable. By documenting a history of disease, the provider is asserting that he or she is convinced that the child has had chickenpox.

WASH DC DIST> OF CRIMINALS FOUND IN TN

May's Blount County Commission meeting was standing room only but the
only people allowed to stand against the wall were County Deputies in uniforms.

Chairman Moon ruled all the other taxpayers without seats were forced out into
the hall.  Which accounted for the loudest applause of the meeting comming
after Commissioner Carter described how Blount County compares with other
"We SUCK" .

Taxpayer Keith Miller's remarks before the Commission said it best. 

Washington's politics is characterized by an arrogant chief executive
who is happy to by-pass the legislature to bring hoards of illegals
over the border. 

While OUR MAYOR attempts to overturn the results of the
$95 thousand  dollar jail study with an absurd lawsuit, he and his finance director
fast tracked a total of $ 900 thousand dollars in capital fund expenditures through
a predominately lapdog commission... for the problematic Kronos project. 

Not only that but he seconded the motion to send the commission the infamous
Evergreen compersation study which embodies all the rediculous, nature of
Obamacare in that you must vote on it before you can read it since it is
not yet finished.

The passing of the Evergreen Resolution to adopt it's pay scale
reccomendations according to page 4.7 means 507 employees are
to each get a $3444 (three thousand four hundred and forty four dollar)
 pay raise.

The express need for the pay raises is the loss of qualified
personnel, and the difficulty in recuriting qualified replacements.

The Evergreen study on 3.3 reports that Blount County is above the national
average of tenure,  7 to 9 years with a tenure of 11.1 overall. 

The Sherrif's Department average tenure is 10.1,  jail is 8.4, juvenial detention 9.8,
sheriff school security 11.7. sheriff clerical 15.1, and  sheriff C I D is 16.4.

The Evergreen salary increase will be funded by 6 cents of the 50 cent property
tax hike to be voted on in June's Commission meeting from Blount County workers
who average  $28,000 a year while the minimun starting salary
and benefits for a county employee according to the Evergreen study is $ 28,000.

who said  Blount County S U C K S!!!

On June 24, 2013Jim Hart, UT County Technical Assistance Service
Jail Management Consultant.  Mr. Hart presented a report concerning the
Blount County Jail Expansion Evaluation


"I provided some information based on the Tennessee Department of Corrections
monthly snapshot report and you see that on page 7.
The only thing to point out there, was that it appears that there's a significant
increase in the numbers of convicted misdemeanants in custody looking at the
2013, Your inmate housing areas were sitting at about 148% of capacity. 
When you see this, you see a facility that's operating in crisis management.
Were juggling inmates from moving people constantly to try to ensure the
safety of staff, ensure the safety of inmates, and as I mentioned your
unique classification system sort of goes away which then,
we start cracking open the door of potential litigation against the county
as we start talking about inmate injuries, assaults, that failure to protect issues.
Due to chronic conditions, there's insufficient showers, commodes, sinks,
floor space is taken up if you will.".

Blount County Adult Detention Facility is certified for 350 inmates.  In 2011 it's
average daily count was 455. in 2012 it was 505 and in 2013 the average daily
count was 507.

The first Key Recommendation in the Action Plan for the Blount County Jail
Assessment begins stating out of the 400 plus county assessments it has
done Blount County has 57 percent of the pretrial population was being held
without bond because they had a probation violation pending.   Hence, the Courts
employ probation violations to deny bonds to persons charged with a new offense
while on active probation is how the assessment reads on page 86.

According to the inmate profile analysis of the Jail's population on November
20, 2013 the jail had 524 inmates if which 150 were randomly selected for analysis.
The that sample 64 percent were Blount County residents or 335 of the 524.

The first recommendation on page 87 is to lower the jail population of "locals" to
100 via police citation of misdemeanants in lieu of custody, or speedier process,
and real classification.  Taking the local inmate population down to 100 would
release 235 of those 335 locals who are being held for probation violations without bail
or the INABILITY TO pay the financial obligations owed THE COURTS.  The assessment
recommends these inmates could be allowed to work off their financial obligations
to the system at a "Day Fine" rate, with the rate being close to what they would
make at their regular job, and not be charges to participate in the work program. 

The study concludes that the cost of mounting such a program as something that
would reduce both jail and probation caseloads and thus postpone the need for jail
construction.
